Most classes in Japanese Universities are held in Japanese. So, at least you should be able to read and talk some Japanese. #You might be able to find a friend or two who can help #you with your Japanese, though.
I have attended a lab. meeting whichi was held in Japanese, even though some foreign attendants could not speak Japanese!
In Japanese University, usually RAs(*) and Doctor course students take care of students. #As you know, Doctor course students can #take care of themselves :-P I am not quite sure of the situation in other countries, so I cannot make a fair comparison, though.
A note on the students: - There are few foreign students. - There are few girls studying information science (around 2% or so).
I tried to be fair, but I have only been in one University(**), so the situation might vary for other Universities.

前お世話になっていた研究室の輪講では
日本語を理解できない出席者がいるにもかかわらず,
発表は日本語で行われていました.
先生と学生の距離ですが,比較する対象がないのでわかりません.
ただ,基本的には学生の面倒は助手や博士課程の学生が主に
見るところが多いような気がします.
#博士課程の学生は,自分で自分の面倒を見ます :-P
学生の傾向としては:
- 留学生の割合が低いです
- 日本の情報系のコースは女性が少ないです(2% くらい?)
一つの大学にしか通ったことがないので,
多少偏っている視点かもしれませんので注意して下さい.

正に有言実行、すばらしい!
英語のしゃべれない日本人も多いですが
このように、親切で英語が得意人も多いです
親切な友達を早く見つけるのも大切ですね
添削なしで、タレコミ文を書いたなら
日常生活レベルの日本語は何とかなりそうと思います

留学生向けの日本語教室を開設している大学もあります。
知人が某大学で留学生向けの日本語講師をしていますが、ほとんど日本語をしゃべれない状態で来日する学生さんも
いるといってました。

(翻訳ソフトやgoogleなどの翻訳サービスを使った可能性はあると思いますけど、)
ご本人の自力であるならば読み書き、おそらく日常会話も問題ないレベルに達していると思われます。

ドイツ語しか理解できない人と、中国語しか理解できない人がいたらどうするのさ。合意が取れてないなら日本の大学だったら日本語でいくんじゃないの?

そんな人に学生ビザがでるか?
最低でも英語ができることが条件になっていると思うが。
英語ができないと病気の時とか問題になるから、役所的にはビザを出せないと思うが。
